When do police draw their firearms?

I recently witnessed an incident where police had a man pulled over in a farm fresh parking lot. The man was still sitting inside of the vehicle. The police had their firearms drawn and aimed at the man in the car. One officer was 10-15 foot away at a 45 degree angle of the car with his drawn. The other was resting his gun on the hood using the car as a shield (like from the movies). The officer standing at the 45 deg. angle then instructed the driver to step out, with his hands on his head, and walk backwards towards the officer, then layed down. By this time at least 5 more units had arrived. The man was arrested without incident.
I’m wondering what could possibly have been this situation? I didn’t see the actual car being pulled over….when I pulled into the parking lot the officers already had their weapons pulled on him.
Please dont tell me, "he was a criminal", or "stupid cops probably had nothing better to do"…as I believe police wouldn’t draw on a man unless they felt their lives were in danger.

    What you witnessed was a felony traffic stop.The subject(s) in the vehicle were either wanted,or the vehicle was stolen.Anyway,it was a potentially dangerous situation.

    Well in the UK, this kind of thing is rare. But the reasoning behind the event would have to be similar. The police had reasonable cause to suspect that the driver, or occupants, were armed and dangerous. It is not a game, but simply the officers want to go home at the end of the day to their families. And stop armed villians getting back into circulation.

    much of these responses are based upon the info officers are provided with
    if the subject was wanted for a violent crime or was believed ie reported to be armed, the officers have to be one response level ahead of what they "may" be faced with.
    they can always holster their guns if the situation is not as perceived but they cant allow the suspect to have the reaction advantage, not just for their own safety for for anyone who is at risk of harm from the "bad guy"

    if they suspect the person has a wepon OR if they know the person is dangerous maybe a warrent or crime they did…the cops are out for them! with my experience ususally if a person is making any sudden movements during a traffic violation the cops will pull a gun. Its saftey. Im suspecting that maybe the cops sited this vehicle and right away knew that they were after him. maybe a stolen vehicle? maybe you missed a chase..who knows
